Shattered Space was the reason we had the Premium upgrade Steelbook - because it was never meant for GP (Like the new D4 expansion).

Ultimate includes pc, console and cloud, has more games. So I would say it is a matter of opinion. If anything, they need a cloud only tier for those who don't wish to play on pc or console.
