I don't completely agree with you, in HN or HCMC you can live based on your spending, it can be cheap or expensive relative to your choices. There're always luxurious hotels, restaurants, shopping malls, neighborhoods if you'd like to spend.

As a Vietnamese, it’s a shame I admit that Vietnam could be more enjoyable if the people stopped throwing garbage everywhere, sold food with hygiene and safety. Unfortunately, this mindset passed down from one generation to the next and it’s deeply rooted in the culture. Sad.

Throwing trash is Singapore the fine is $150 dollars. Vietnam needs some basic laws like people handling food have to wear gloves, fine for peeing in public, littering, ride bike on sidewalks, time of the day to put their garbage bags ....Either government officials are incompetent or they do not know how to do it. You can why in the rich neighborhoods are always clean because they hire workers to take care of their environments.
