It hints at the existence of multiple arks, containing the same 15 clones, genectic data and scientific research necessary for colonizing a new planet. Just like the one we witness in the game.

There was more than one probe containing the DNA of humanity and terraforming capabilities sent out after humans went extinct. What we play in this game is just one of those probes that reached its destination. This cutscene is reminding us that other probes that get far enough into the Project Ark phases are going through the same thing. And thus, humanity has managed to proliferate across the stars.

@@gojira8563 *IF* they manage to finish the cycle. The Kaijus were put in there to interrupt the program and force a reset, putting the chances of any one probe successfully finishing the training program in serious jeopardy. In the probe we followed someone managed to Loop at some point, which eventually resulted in Inaba being uploaded to the satelite and force Universal Control to eject the humans. If something like that doesn't happen then the cycle will perpetuate until the facility goes kaput. This end credit scene is both uplifting and depressing at the same time. And that's brilliant.
