Voltage source maintains constant-voltage while current delivered by it can vary with respect to load demand. Similarly, current source maintains constant-current while voltage across it can vary with respect to load demand. In both cases, when we have both current and voltage to be non zero values [that is, voltage source should not be in open circuit condition (as I will become 0 for open circuit) and current source should not be in short circuit condition (as V will become 0 for short circuit)] the product of V and I which is power will be non zero. Thus, it is not necessary that voltage source or current source should always deliver power.
