Very strong Over The Horizont Radar.
Approximately 15 KHz Bandwith.
Modulated with what appears to be a multicarrier signal (ODFM?) spaced at 40 Hz each.
The artifacts on the signal are due to different ionospheric attenuation in the channel... or reflections from ground objects, who the h** knows?
