The amount of people who made GTA videos on there being a secret murderer in Vice City back in the day without realising that Apartment 3C was just a reference to Scarface (which is perhaps the biggest influence on the game as a whole) was ridiculous. You still see some people now who think that.

Apparently, at some point during development for Vice City, a mission ordered by Sonny uses "Apartment 3c" as the end point that later becomes a safe house for Tommy, and the reason why this didn't happen is unknown.
