3:13 happened in Jamaica. The slippery black linings are placed all over the croc infested Bay to prevent them coming on land. Those were stray dogs that often roam around for food, and the people filming were trying to encourage the dogs to come upwards, but they are wild stray roaming dogs that don't readily trust humans as as dogs here in the US.

Crocodiles surely are the stuff of nightmares , but they’ll break off an attack the instant that it becomes clear that the prey is out of reach , or that it simply wouldn’t be prudent to persist . Not so a hippopotamus though . A four ton hippo takes a dim view to trespassers in his territory , and he won’t stop pursuing the interloper(s) and cannot be reasoned with , because that boy has a score to settle !
