The wither skeleton one does actually work, but you need a very specific command to spawn it in. There's a video by SkipTheTutorial that displays the command correctly. Just pointing out the mistake.

Use a shield and eventually the sword will break then either give it a bow OR keep the wither in a 2deep 1block hole with a dispenser with a bow right next to the wither skeleton then activate it

For the villager sleeping in the minecart, the villager has to be sleeping and than you push them slightly into the minecart. This works with boats as well
