It’s mainly because we can’t agree on how to interpret the Second Amendment, and the Supreme Court changed it’s interpretation in 2008 to make it constitutionally impossible to institute direct gun control, and much harder to pass gun regulations. The massive shift in the NRA from a club who didn’t care about lobbying and was moderate to a completely Conservative interest group also hasn’t helped things.
