Not necessarily true. There's an interesting take from one of the Ukrainian commanders in Kursk that North Korean soldiers are excellent soldiers in that they're highly motivated and utterly fearless, willing to sacrifice themselves to drones to give their teammates a better shot at it/minimize damage, and that the soldiers themselves are excellent shots and can pick off drones on a regular basis. If they had proper support from Russia, better tactics, and modern equipment, they'd cause Ukraine no small amount of trouble.

There are very few Russian or North Korean forces that could be comparable to the skills of Ukrainian forces. The training of the Russian units has gone ever downwards. They do not have the common sense to deploy their few surviving trained troops to give extensive training to form trained units. Instead they just rush every one to the front and expend their forces in head on attacks as that is all their untrained forces can do.

It looks more and more like these Korean troops are considered expendable by NK. Some talk about these being people judged not loyal enough and sent to Russia to die. It may be that Russia uses them exactly as intended and explains their lack of care (even by Russian standards). While this may not be the most effective use of troops (and a criminal waste of human life), it still helps fill gaps for a while. Russia is showing its monstrous side to the world.

They're not losing " so much ground" - the Russians are "winning" fields of low value while Ukraine is avoiding needless casualties protecting areas of low strategic worth. And the Russians are losing thousands of men per field taken, which is hardly a winning tactic.

Russia at the peak of their invasion in 2022: Hold 25% of Ukraine. Russia in 2023: Hold 18% of Ukraine. Russia in 2024: Hold 18% of Ukraine. Russia in 2025: Hold 18% of Ukraine. While it can easily be argued that this favor Russia in some ways, the counterpoint is that anyone who say that Ukraine is "losing ground" has a very poor grasp of proportion and the big picture. Which is EXACTLY what Russia want and in some respect, something that Russia is accomplishing.
