The courts system would have automatically sent the child support money to the foster parents instead of the mother while the girl was in raised in foster care. I agree that paternity testing should be mandatory... or at least it should be as cheap and frequent as pregnancy testing. However, under the system of capitalism that we live, that is unlikely to happen anytime soon unless it becomes an issue of political advocacy to get legislative bodies to pass laws requiring it. DNA testing costs 300-500 bucks, and makes for profitable clinics and TV shows. There is so much money to be made off of people's paternity questions. Consequently, the powers that be have no interest in making this a reality. America profits from people's pain and broken lives.
