Travis, if I remember correctly you put a taller screw in the rear end, that would lower the rpm of the engine. If you are running a generator that lower engine rpm might not be spinning the generator fast enough. I would suggest that you put a smaller drive pulley on the generator to spin it faster at around town speeds.

this could be it. but i do have quite a small pulley on my gen as it is.

Could change pulley size to increase rpm of alternator. Same problem with 60s British cars with generators. Would not start charging until reaching 1000 rpm.
