Regarding the Joe Palooka comic you showed: most submissions were very likely warehouse copies from Harvey Comics, sometimes referred to as Harvey File copies -- but in the case of Harvey, there have been multiple high-grade copies of many of their comics hitting the marketplace in recent decades.

Simon & Kirby were only on the first ten issues of Captain America Comics. They had started to transition to DC way back then, so you will not find any Timely S & K work ANYWHERE NEAR 1945, as you know Jim! Gone from Timely very early on.
