Most of these old government films were shot on 16mm film without integral sound strips. Sound would then either be added later in transfer or the film would be packaged with a companion sound reel, which were more often than not lost or discarded with time. It's also possible that the magnetic sound strip was too damaged to play or even accidentally erased. Cellulose film stock isn't exactly stable.
