That floor rust is a restorers dream - have seen them with not only the floor rusted out, but the outrigger from the frame rusted through as well. The bracket you pointed at and commented on next to the steering sector is the clutch mechanism pivot - they are notorious for breaking off and were weak when new. Check it over and repair as needed.
