I realize this is an old video, so maybe there is an update, but there is no reason to cut the grommets. Feed the bitter ends of the wire run through grommets before feeding the wiring through the cut-outs then install the grommets in the cut-out, or install the grommets then run the wiring; no cuts necessary. Working on a '64 B-body (using your glass) and this was helpful. Thanks.

are the window regulator spring tensoin pre loaded?

Yes, they are slightly preloaded. But the spring tightens more as the window rolls down to assist with the lift just as manual regulators would.
