Its powder from columba coatings, its called translucent blue. If you were going to paint it you would need a chrome base coat then use the same color in a paint I guess.

You may have wanted to mask off the back of your VW Bus; lookalike you got some blue powder all over it.

I never seen one with rust holes lol 🤣 wat U talking bout willis I still ride mine in my 40s it takes skill to ride one but mine is rider friendly step back seat pole Haro bars forks 48 spoke rims a larger Haro plate on the original cracks dam it's the best of both worlds lol 🤣 that frame is the worst example of a bmx frame I've even seen dude throw it eBay another frame for fk sake

Dam straight, 55 and I take them out with my kid all the time, still can hit jumps on them too😛
