The locking device must have failed.the webbing wouldn't pull an Earnhardt and stretch that much.

Airbags are not standard back then

Manufacturers back then vehemently objected to airbags as well as the public refusing to pay for them, per GM and its full size vehicles in the 70's. Also, people could care less about their personal safety back then; it wasn't until mandatory safety belt laws making it an offense to remain unbuckled did people who didn't buckle up started to. Although, I will admit, there are the unfortunate few who refuse to buckle up.
