This is essentially 1983: Doomsday, an alternate history scenario on the Alternate History Wiki, and the biggest one.

Can we please lower the pedestal we've placed Stanislav Petrov upon? He didn't save the world. He wasn't in a position to launch missiles. He was in charge of a monitoring station. Others much higher in the Soviet chain of command would have been the ones to order the launch of missiles. Even if Petrov had went into Chicken Little mode and sent a warning up the chain of command about five missiles heading towards the Soviet Union, someone much higher in the food chain might have come to the conclusion that five missiles were way too low a number for a first-strike nuclear attack by the US, and that this missile attack warning was probably a false alarm.

The EBS issued "White Card" first, for any kind of national emergency, not necessarily an Attack Warning, which would _then_ necessitate "Red Card."
