For the tones, I used an EAS encoder application that you can find on GitHub. The people speaking were voice actors who gave their time and effort to me for free. I inserted some ambient airplane sound into each presidential part and added some overall distortion effects I can't remember to make it sound like it was an imperfect radio transmission. If you have any other questions I might be able to take a look at the project files.
