That's for people have permanent speech difficulty & spelling backwards together & scoring below 70% in a IQ test. After being discharged from a Speech Therapist, is no excuse the person can communicate above 50 words in conversation, nolonger coming under speech delay!! It is about say words in conversation!! Check for general learning difficulties. Stop you put people in single parent situations without their English & Maths, presuming the person cannot overcome. Quite frankly them days were people was brought up as catholic & caused a speech delay, without education isn't realistic. By not supporting someones homework, they spy on parents with reading records. To what the parent is doing to support their childs homework. I know for a fact other parents have been brought in school. Why are they not supporting their childs homework? People have been brought in and asked & mother would of been one of them. Since she had issues of my Grandfather coming from a church of England religion. Education was in her fathers religion. Stop you from making mis fortunes on delayed person. It's all changed!
