The problem is fixed, I replaced all the capacitors with new ones and spent a total of $4.33 on the parts and about fifteen minutes soldering time. Starts every time now. I never found anything that said to start with the caps but it seemed like a dry cap issue so I made an educated guess and it worked. So if you find yourself in this situation either replace the PCM or find your local electronics part store and fix it cheap. btw, I used the basic CAP replacement rules something like this video shows. > kzbin.info/www/bejne/j3S2f4qfaLp7nJY

@Jamie Day Lots of these cars are experiencing this issue now, electrolytic capacitors usually start to fail after about 20 years especially in severe service conditions like a car experiences due to intense heat and cold.

1995 Honda Accord EX....I replaced the relay, and the fuel pump, no good.... The problem was the ECU or ECM. I bought it at Rockauto and it fixed my erratic fuel pump issues right away. Thank God the nightmare is over. easy fix. Learn how to replace the ECU/ECM on youtube, do a search. Here @

Same problem with mine. My D4 light will flash if I continue to crank on it. Once the CEL goes off it primes and starts. I'll have to buy a pcm because I dont have the tools or confidence to repair the pcm myself. Thanks for the video!

I know I'm late to the video, but where is this PCM located under the dash? I think I may have this very problem myself.

Same issue here. I replaced the main fuel pump relay, with no luck.. so I watched your video. I thought it’s cold outside here... I wonder if I heat it up will it start? As crazy as it sounds.. I brought out the wife’s hair dryer turned in on, pointed it at the unit (without taking off the cover) and let it heat up for about ten minutes. Turned the key, and it started right up! Thanks!
