Question; I want to increase the power of a 1999 C5 from the stock ~345 HP up to 415 HP, naturally aspirated on 98 octane fuel. What's the best way to do this, and would you say that 415 HP is more or less completely safe for this engine/drivetrain?

Intake, cam, headers, and exhaust will get you there or even further. The stock drivetrain will be able to handle it.
