I think this elevator is probably installed in late 1997, completed in 1998, marking one of the earliest GPS-III models with these fixtures.

I'm pretty sure these are GPS-III. That side panel appears to be specially customized (probably to meet BFA requirements), as the standard panel has a smaller alarm button and indicator.
