1997 Plymouth Grand Voyager Brake Line Replacement - Part 1 (Removal)

My proportioning valve is sandwiched between other unknown parts, in some sort of bracket that has bolts that are impossible to get at, facing up against a tight space, but not accessible when I remove the inner wheel trim. I don't know how the parts were even installed, because there's no room to ratchet the bolts, not enough of an angle to swing the wrench back and forth enough.
