The terminal was exclusively for Philippine Airlines when it opened at the time. Now, it was converted to all-domestic routes not for PAL but Philippines AirAsia and Royal Air Philippines (except Cebu Pacific, which operates at T3), as all PAL international flights moved to Terminal 1.

In 1999, traveling abroad by Filipinos was almost exclusively the preserve of wealthy elites and OFWs! Mass travel was not yet a thing in the Philippines!

Yeah true! or more like a necessity for work for most common people, not for leisure. Ngayon with the purchasing power ng masa (i.e Credit Cards) everyone gets to fly!
