There is no priority in the scripture. All is given by Gods inspiration. The same way Jesus said he did not speak of his own accord, but what he heard the Father speak is the same way the apostles spoke. We can not prioritise scripture successfully without introducing heresy. We will need to believe that there is contradiction in scripture for prioritisation to work and that is not the case in anything.
