Depends on the pokemon. If it is a special attacker, everything but attack is 31. Attack is 0. Same goes for physical attackers. This is to counter moves like foul play and confusion damage gets lowered for the special attackers. For some Pokémon with hidden power ice for example, I give them 30 attack IVs
