The Customs guy and the dog do the test in PUBLIC and are AMAZED that the owner does not collect it. Does not say much for their, not the dog's, intelligence.

The bags are linked to a passenger plane ticket and passport. They can track the passenger even if they didn't collect the bags. Hence why they asked to see people's passports because they knew the person they were after. Officers had plenty of intelligence.
