I don’t think she knew of all the pain her actions caused. Remember, the Kujou Clan never brought any reports of the war to the Shogun, so Ei would have never even known there was a Resistance in the first place. Would she be any more villainous than Zhongli, who knowingly put his entire nation in danger to see if they can handle being on their own, even if he could bring it back under control whenever he wanted? I wouldn’t say so, even as a Zhongli fan/haver myself. Ei isn’t villainous, she’s just ignorant. As for the Shogun though, I would say she’s villainous. In her defense though, she was programmed to uphold eternity, which in this case, required her being evil.
