2-4-1 Pizza delivery driver makes u-turn in front of me without looking or signalling

Driver didn't look at all - and backout out into the right side lane - then proceeded to do a U-turn without signalling or looking to see if traffic was coming southbound on Dufferin St.
Corner of Davenport and Dufferin. I was driving south on Dufferin.
