Which one is better for Sing/Para spam? Lapras, Primarina, Klinklang, Roserade, or Meloetta,

Rosa > Melony > Elio > Barry > Colress But it really depends on the situation, aside from just spam speed you should also weigh their other utilities. Like Colress while slower can aoe paralyze and deduct Defense so he’s more favorable to Physical units.

Is lapras better than primarina or the same?

generally better. passive skills activating takes up time, and while lapras doesnt have any passive skills that activate on sing, primarina has propelling move 5

propelling move 5 takes time off when it procs so lapras is better since lapras is faster

Lapras even has Racing Rain so it can more than easily upkeep gauge here

Better for spam consistency. Elio in theory would only be better at spam speed if his Propelling Move 5 doesn’t activate so often. Another key point to compare is that Elio can fills the max Atk/Sp. Atk for quite many units with his TM.

Any reason why you used Melony instead of Rosa/Meloetta?

Melony with Sync Grid can fill in the 2 Sp. Atk ranks that Serena can’t maximize her self. Plus the accuracy ranks that helps her Sing spam become faster.
