So can all govt officials who are "appointed " be called bureaucrats? For instance : clerc , section officer, sweeper, mali(when govt advertises for a vacancy of this post), since all these are appointed positions... can we call all of them bureaucrats? Kindly answer

Hello Udita, this question would take us back to the first lecture: What do you consider to fall within the definition of 'administration'. Because, roughly translated, b'crats are administrators. So whether you take Integral view or Managerial view, would define your b'crats. Acc to integral view, clerks and sweepers are administrators too, since they have a role to play in the entire functioning. However, in modern times, generally speaking we call b'crats as those people who have a direct responsibility of administration. These would be the people who actually pass on the files, put their signatures on those files, etc. This has more to do with the importance attached to the word "b'cracy" after Weber gave his thesis. Because Weber explicitly mentioned what b'cracy should look like and how it should behave, I do not think clerks and other such appointments would qualify. Again, this is subjective and changes with perspective. I may think one way, some other scholar or thinker would convince you that sweepers are administrators too.

Thank you Deepanshu for appreciation. I do not have any fixed reference for my notes. While I was studying the subject, I studied it from varied sources to make concepts clearer for myself. Now while preparing the notes, I knew what I had to put in the slides. I feel bit difficult to read Mohit Bhattacharya .. so do I stick to his book or I can switch to another one

Mohit Bhattacharya's "New Horizons" is like "Bhagwad Gita" of Pub Ad. And as like Gita, it is very complex to understand, it is laced with heavy words and complex statements. But, the information contained in it is priceless. If you are able to understand what the author is trying to convey, it will stay with you forever. BUT, this book should be read only when you have some insight about the topic already. My suggestion would be to clear all the basic concepts about a topic. And then have a glance what M.B. has to say about the same topic. Surely with time, you will find the book to be of immense use.

** MPs are "Members of Parliament". THESE ARE THE POLITICIANS. In India, people elect their politicians. (In some other other countries, politicians might even be appointed). ** B'crats, on the other hand, are NOT politicians. These are never elected, but appointed (they clear exams, face interviews, etc.). A bureaucrat is anyone whose primary work is administration at whatever level. These are the people who sit at desks and move paper around, who follow procedures and make decisions according to the procedures. They can be in business or in government service (IAS, IPS, etc. are examples of b'crats). ** Basically, work of a politician (MPs, ministers, etc.) is to form an overall policy - the broad outline. And finer details inside that broad policy are filled by b'crats. I hope this clears your doubt. :)
