It was done to get both the right inclination and direction compared to Gillys orbit (you want the Gilly encounter to be at the highest point of its orbit) This way I could get both for only 10 m/s .

Funny thing is, I tried this craft on my KSP (Ver 1.5.1) and cannot even get out of the atmosphere. The first stage turbo engine will only top at 310m/s and then starts to decelerate. I highly question the legitimacy of this video.

+Turbo Pumped You'll still be safe in stock if you EVA at anything lower than 800m/s and burn upwards with your EVA thrusters, I find. As such, you could potentially maybe ditch the service bay on your next design!
