You could actually hear from the recitation of the surat Al Fathia by this "imam" that's he's not a true imam to Islam if he's holding such a ceremony. It's like saying Bismillah before eating Pork as its food..... Haram is haram and halal is halal. Cannot alter the dynamics of one to suit the other. Islamic marriages do not have to be officiated by an Imam - they probably grabbed another fellow member of their community and asked him to play the part. Clearly his imperfect recitation of the Fatiha (the most common chapter) was an indicator that he was not at the level of an Imam. Besides, it's not even a requirement of officiating a marriage.
