Luffy can still stretch if he is in water, it does not nullify his powers, it weakens his strenght. Luffys was stuck under the water after fighting arlong and sanji could still pull his head like 15 meters above the surface because he could still stretch. He also fought multiple sea beast while submerging to fishman island and has like 10+ attacks that arc where his fist is outside the bubble in the water while his arm is stretched. water doesnt “nullify” powers. The water WEAKENS devil fruit users IF they are covered by enough of it. You even see luffy in the bathouse bathing himself with no loss of energy because the water is running of him. Someone nullified your comprehension buddy.
