2000 VW Beetle immobilizer bypass with 1999 ECM

My car has the same problem i have the keys but fobs are broken. Immobilizer activated does the keys have to have fobs

I installed an ECM from a 1999 VW Beetle into a 2000 VW Beetle. From what I understand it only works on the 2000. The 1999 does not have an immobilizer.

98 -2000 were cable driven gas pedal, after 2000 they went to gas pedal by wire, ie computer and tps, throttle position sensor works gas pedal
