I have a no crank situation on a 2004 Navigator. There is no continuity from the start relay load terminal to the starter solenoid. Could this be an internal issue with this user panel?

Most likely a form or resin to help the solder, and/or isopropyl alcohol. But for sure he wiped it down with an alcohol wiper after.

Question had my fuse box repaired locally and it’s starts now but my problem is I can’t get the truck to shut off Every thing says on and this wasn’t an issue befor the repair

Something wasn't done correctly,they should have but a auxillary relay into the system,by doing this you don't have to remove the fuse box,check some of the other sites you will see what I am talking about.

Yes I figured it out. the work done to my fuse box was done correct the problem was that the previous owner or some one before me wired in a wire from the ignition switch to the fuel pump removed the wire and all is good
