My suggestion is , First Convert first 3 coaches of the all 15 car trains into AC coaches, that way the entire train need not be modified into AC and go empty, also 3 vestibule connected coaches can be easily managed for trespass

Change the seating designs like the metro to accommodate more people and keep safety,it makes alot of difference,one voice can't do much but a bunch of people can change this traditional concept.

Ticket price is way too high, should be lower than first class but higher than second class. The price was fixed higher to target private cab travelers but it's not working that way. No point running empty.

actually that 15 rs ticket is highly subsidized for common man usage. You also look at first class ticket even they are subsidized.

AC buses now have become even cheaper and AC train fares have gone up to 180 till Borivali (from Churchgate). In fact IIRC it is even more expensive per km than Mumbai metro.
