That cistern is really tall, looks a little ridiculous seeing how low the water level sits. I reckon a flush valve with a much longer overflow pipe could make this toilet a lot more capable

try retaking it with the tank overfill. It will pass everything I also have a request: try clogging the back of the toilet and see if it overflows in one flush. If it doesn't overflow, it's a pass. Try this as a new test!
