Spring side of a thermostat has always been to the engine side in my experience, but I learn something every day. As you say, it couldn't go the other way. I wonder if there's a simple explanation by looking at the direction of coolant flow. The hot side should be the side with the wax pellet, otherwise it might not open up when hot coolant meets the back side.

One of the complaints was too hot of temperature, when driving, and it was cold outside. The thermostat was stuck open, and it faces the wrong way. At this point, I will stop trying to make sense.

When you let the sealed engine cool, after you heat it up with no pressure, you get your vacuum. So technically, yes.
