lol no... most of these scooters you can change parameters either by bt app like the m365, or by pressing mode button on the display, or if it doesn't have mode button like this one it is usually some combination of the controls to get it into program mode... like say... "full throttle + left brake + power on " and then you setup from there...

2 options. First try scooter off, press and hold left handbrake and full throttel turn ignition, release just the throttel then do 3 throttel all the way then release brake and ignition off. Second the controller and disconect the speed control wire(mostly white)

Has a design flaw!!!!!!!. The side plate on the motor woddles out and is no longer alligned. Magnets start rubbing. Why would they not use washers on the motor 4mm bolts??. Easy fix with washers that fit snug in the grove. Avoid having to purchase another motor. Noone in the US carries them. $120 for a used motor and an additional $180 to ship from China.
