Does someone knows why so low Nm and top speed when have more than decent engine?

The 1.6 (without turbo) is tuned to be economical, so 145 Nm from the petrol engine is about normal. But it doesn't tell the whole story, because the 49 HP electrical motor engages a lot of times, either as a series hybrid or a parallel hybrid. So most of the times it drives the wheels as well. And this electric motor has 205 Nm right from start up. That is why the car feels quick, it picks up easily because of the torque.
