what is the difference between regular topps chrome and chrome update? Just getting into collecting here.

Chrome Update is a different checklist. There are newly added rookies of guys who got called up later in the year as well as rookies that weren't in regular chrome (i.e. Paul Skenes). Also they added some new insert sets like Stratospheric Stars, Home Field Advantage

Chrome Update is a Chrome version of the base Update. But reduced to a 200 card base checklist as opposed to the regular Update 350 cards.
