x should be a column matrix because if it is a row matrix then W . X would be w1x1 + w1x2 + w3x3 + ............. + wnxn

He casually said that if you don't know about row vector and column vector, don't worry about it. I would say if you don't know about row vectors and column vectors then don't learn machine learning. 😢😢
