There's no source for censoring anything "because of the west". It's because of the breakfast timeslot that the anime has. That's pretty much the answer to all of these.

it's not necessarily because of the West, Japanese TV too has been getting strict at regulating violence on anime depending on its airing timeslot

I don't know where he gets that idea but the reason is pretty simple: Toei wanted to keep their air time at 9:30 AM so they censored the anime to meet TV regulations in Japan. Showing gore, too much blood etc. while potential kids could watch a show is a no go in Japan too and shifting the air time to late night was not preferred by Toei.
