ATMs earn commission per transaction, so it's better you take the following approach. No. of people visiting ATMs per day ➗ No. of people an ATM can cater to per day Since, installing extra ATMs is a cost to the company and they install only the required numbers. The bottleneck here, is the number of people an ATM can handle so that has to be considered. The amount of money disbursed is not a bottleneck. ATMs can be replenished daily too, if required. Let me know your comment on this.

I don't think that's a good way to calculate this number. Still you have taken too many assumptions like income, cash requirement etc. Also, rather than asking interviewer how many card holders are there, I guess you should evaluate that as a candidate and then see how many ATMs are there per card holder. For this, you can assume you area and calculate card holders in your area and see how many ATMs are there in your area to arrive at ATMs/card holder.
