Oliveira is a very common Brazilian surname and he also speaks portuguese, so i think the answer about his origin is an easy one. (Brazil official language is Portuguese PT-BR) The spanish quotes can be explained by the fact he was a soldier child, probably because he lived/fought in bolivia, venezuela ,cuba or another country in latin america. (so, being born in Portugal doesn't make sense, since this country is in another continent)

I think Carlos is just Brazilian (a former Portuguese colony in South America), but because he became a child soldier and part of a Communist guerrilla group, he had to leave country and gone round the continent in wars, and since most countries speak Spanish there (with Brazil being an exception) he also became familiar with the language. As for the native blood, that's also very common in South America, so it fits.

From what my mom said the spelling of the last name was most likely changed because of where he was meant to be from she’s Portuguese and her maiden name is actually Oliveira, she said that spelling is traditionally more associated with Portuguese lineage and the spelling Olivera is more Spain/Spanish. Carlos to me is the one and only improvement to the original RE3 (and the design of Nikolai). Admittedly I can’t remember where I heard it but I always thought he was meant to be from Brazil. Could explain his last name but then again not some of the spanish slang he uses.
