Solution of dillema I prefer equity over equality In rural area people are more vulnerable to water bourne diseases. And already have less medical facilities Tribal people require more medical and sanitation facilities. I give extra support to tribal people. Because in urban areas medical facilities are far better than rural in urban areas other private hospitals are present and some affluent people constitute in urban population who afford private medical facilities. DPSP kahte hai Social -economic hai, as CMO me I give 50-50 percent medicine 💊 rual and urban both are important,some people are poor in urban but they have opportunity to another facility, I would give surplus medicine of 50 rural areas; they are economiclly weak than urban people and lach of facilities in rural areas.

I will take following steps in this dilemma First of all, I will bring full transparency among stakeholders. I will convince them about the negatives they will face if the rural outbreak is not controlled. I will also request to the authorities for the supply of medicines. In this case, I will take decisions which will not harm the interest of maximum people.I will providing medicines to tribal that will also safeguard the urban areas. By this Urban people will get a safe kavach from the negative effect of ruler areas outbreak. This is my responsibility to give access of first priority to the more vulnerable sections of the society hence this will promote the interest of and welfare of whole Society

Stake holders- Chief medical officer (me) Rural population Urban population Medicine Ethics- equality, equity Option 1 first i focus on poor village population because of lack of sanitation ,malnutrition and limited health care access. Option2 i should give first priority to urban population because they have more chance to recover. Option 3 i should promote equality [ provide Medicine 50%rural people and 50% urban people]. Option 4 in this i should promote equity [it means give more to rural people because of poor sanitation, malnutrition]. Hence according to me Option 4 ,3,1,2 is my preference. According to constitution- article 14, 21, 17 , DPSP, fundamental duty equal status, sustainable development goals, UNHR.

Sir first I will collect the data of spread of disease in both places. 1 . As it is dillema between equity and equality I will try to balance it as it is matter of life and art 21 provides right to life to everyone. 2 . I will see where the demand is more and accordingly will talk with concerned officials and make sure every needy person got the facility. 3. In tribal areas mobile hospitals will be arranged for vaccination. 4. In case there is more need of vaccine I will ensure its supply as soon as possible. Here data will play a vital role as the number of poor who can't afford private hospitals both in rural and urban areas .
