It gets a bit complicated, but I'll simplify it as best I can. Omega level is used as the highest classification of mutant ability, given to those whose powers have virtually limitless potential. Beings that pretty much have no ceiling. It basically goes like this: If you have multiple abilities that are all busted, Like Jean Grey having insanely powerful telepathy and telekinesis with basically no restrictions then you're an omega level mutant. If you have one super powerful ability, say telepathy, and a few other slightly less powerful abilities, you'd be an omega level telepath because that's your specialty. It's weird but that's how it is.

In simple terms: mutants with virtually no upper limit. Storm is an omega level and generally creates a localized weather change, but she can affect the whole planet if she wants to. Magneto is an omega level that usually throws peaces of metal arround, but he can Magnetize the whole world or even beyond that. As long as there is metal, he can control it. Even blood in ones veins. Cyclops and Gambit are alpha level, below Omega, because even having insane raw power, there is a limit to the output they can unleashe at the time, and also Cyclops cannot directyl control his powers, he needs tech to do it. Jean Grey is both Omega and Alpha level, because her telekineses (ability to levitate stuff with her mind) has limits. In X-men 97 the max she could lift was a building. But her telepathy is limitless, she has endless powers in mind reading, manipulation, etc. What Charles did to Magneto, she could have done way worse.

Gambit's upper limits also reach omega level, but he had sinister put a limiter in him so his powers wouldn't grow too strong. Another one is Bobby, who went from being able to generate snowballs to becoming immortal and his powers becoming strong enough to cause a new ice age and even create living beings of ice that he can control.

An alternate Nathan Grey that is leaner with less/no techno organic virus mostly being telepathic with A LOT of single eye power visuals would be an exceedingly interesting character. In the Ultimate universe, Cyclops took a mutant growth hormone, which boosted his powers. He was able to utilize his optic energy blasts throughout his whole body, allowed him to control his optic blasts without the visor, etc. He essentially became similar to Superman.

And then we now have Phoenix level mutants. Mutants that have a natural synergy with Phoenix Force and can directly ascend to that level. Jean originally was supposed to be the Phoenix herself without all the entity stuff, but then they retconned Jean and the Phoenix became a separate Force. Jean would be the first "Beyond Omega Level", since she would be Phoenix all by herself and not an incarnation of the Force. I much rather the old Jean instead of what they did to the Phoenix now and the new Phoenix level mutants. I know they still made the Phoenix and Jean to be one when they created the White Phoenix of The Crown and Jean being the only worthy to use the crown. But then they made her so fucking powerful that they had to nerf her and Phoenix indirectly time after time only to create mutants like Matthew Malloy and Franklin Richards (the one that are actually beyond Omega as far as i know).
